Is it advisable to consume a 250-calorie energy bar before or after an hour's workout at the gym?
Common sense suggests that this be taken before a workout; however, I have been consuming the bar after a workout, kinda like a substitute for my dinner.
What would you advise.

Some studies show it helps forming muscles, feeling better, all round good thing to eat something before. Other studies show it is good to eat after. They do not contradict each other - do both.

Also, plain water 60-30 minutes before, before and during and after. The biggest enemy to activity is chronic dehydration, common since sodas, coffee, tea, almost everything out there but plain water contains diuretics. When you are under-lubed, it hurst to move, and your body will tell you exercise is a bad move.
