The lowest in calories are vegetables that are low in carbohydrates. For example, leafy green veggies including Chinese cabbage, salad greens, spinach, etc. The more starchy the veggies are the more calories they have. Legumes and potatoes are among the most calorie-rich vegetables.
Same is true for fruits but if you can really find low-calorie vegetables, it'd be hard to do with fruits. The lowest in carbs/calories are berries, lemon and lime, and grapefruit.
