QuestionI'm around 170. And have wide hips. They're wider than my body. When I stand infront of a mirror looking straight at it. Each side is about 1-2 inches sticking out. I don't know the measurement of my hips, so all I know is that they're prodruding. Well, it feels like it's where the thigh bone meets the pelvis. If that helps any better. That's where it comes out a bit. And my thighs are a little fatty, same with my butt. Is that what's causing it? Or is it something else? Can you give me some help on getting rid of it cause when I wear pants it looks awkward and makes me feel uncomfortable.

This is a bit hard to answer without seeing you. But, I am guessing that you may benefit from some weight training. You mention feeling that your thighs and butt are "fatty". It is possible to be of normal weight and be overfat because of being sedentary. You might want to consider seeing a personal trainer, having a body fat test done and getting on an exercise program. Even if you could list weights twice a week on a consistent basis, you would see improvement.
Here are the desired body fat percentage goals for men:
Athletes 6-13%
Fitness 14-17%
Acceptable 18-25%
And a personal trainer could also advise you on developing your upper body which could possibly make you look more proportioned.
